Wash and dry tangerines. Finely grate tangerine peel; set aside. With a small knife, cut remaining peel from tangerine. Working over a bowl, cut tangerine sections away from white pith. Squeeze several tangerine sections over the bowl to measure 1 tablespoon tangerine juice; remove and set aside.
For dressing, in a medium bowl whisk together oil, tangerine juice, grated peel, and salt and pepper to taste. Set aside.
In a large bowl combine watercress, onion slices and tangerine sections. Drizzle with dressing; toss to coat. Top with cheese, and serve.
