For sauce, in a small saucepan combine tomato sauce, 1/4 cup water, brown sugar, lemon juice, Worcestershire, onion and red pepper flakes. Bring to boiling; reduce heat. Simmer, uncovered, 10 minutes, stirring once or twice. Remove from heat.
Preheat grill to medium indirect heat (300°F to 350°F). Cut ribs into 4 pieces. Season with salt and pepper to taste.
Place ribs, bone side down, on grill. Grill, covered, 1 1/2 hours to 1 3/4, hours or until tender (160°F), brushing occasionally with sauce the last 30 minutes of grilling. Heat any remaining sauce and serve with ribs.
