Coat grill rack with nonstick cooking spray. Preheat grill to medium (300°F to 350°F). Meanwhile, in a large bowl combine potatoes, onion, parsley, marjoram, basil and garlic pepper; toss to coat.
Lightly coat a 12x24-inch sheet of heavy-duty foil with nonstick cooking spray. Place potato mixture in the center of one end of the foil; dot with butter. Fold foil over to enclose potatoes, forming a 12x12-inch packet. Crimp edges to seal, leaving room for expansion.
Place packet on grill. Grill, covered, 18 to 20 minutes; carefully turn packet over and grill 17 to 20 minutes more or until potatoes are tender. Remove packet from grill; open packet. Season to taste with salt and pepper, transfer to a bowl, and serve.
