For orange vinaigrette, combine orange, garlic, orange juice, lime juice, vinegar and 1 tablespoon of the oil in small bowl; set aside.
Brush remaining 2 tablespoons oil over fish; sprinkle paprika, and salt and pepper to taste.
Coat grill rack with nonstick cooking spray. Preheat grill to medium-high (350°F to 400°F). Grill flounder, covered with grill lid, 4 to 5 minutes or until fish flakes easily with a fork. Spoon orange vinaigrette over fish.
