Preheat oven to 400°F. Place apples in an 8x8x2-inch baking dish. Sprinkle with raisins, cinnamon, nutmeg and cloves. Lightly toss to combine. Pour 1/2 cup water on top. Set aside.
In a medium bowl combine brown sugar, flour and oats. Add corn syrup, oil and butter. Using a pastry blender or 2 forks, blend until mixture resembles coarse crumbs. Sprinkle crumbs evenly on apples.
Bake 30 to 35 minutes or until top is golden brown and apples are tender.
