In a large, heavy 4-quart pot, cook ground beef, onion and poblano until browned. Drain fat. Stir in beans, tomatoes, chili powder, paprika, cumin, 1 cup water, and salt and pepper to taste. Bring to boiling; reduce heat. Simmer, uncovered, 10 minutes, stirring occasionally.

Serve chili over hot rice and sprinkle with toppings such as chopped onion, chopped tomato and shredded cheese.
