In a large pot with a tight-fitting lid, melt butter over low heat; add flour, stirring until smooth. Cook about 1 minute, stirring constantly, until thickened and bubbly.
Gradually stir in milk. Stir in potato, half the green onions, plus salt and pepper. Raise heat to medium; cook, stirring frequently, 30 minutes or until thickened and potato is cooked.
Stir in 1 cup of the Cheddar; cook 5 minutes more. To serve, sprinkle with remaining cheese, green onions and bacon.
