Preheat broiler. Coat broiler pan rack with nonstick cooking spray. Season fillets with freshly ground black pepper to taste. Place fillets on a broiler pan rack. Place rack 6 inches from broiler. Broil 10 minutes or until fish flakes easily with a fork.
Meanwhile, in a blender combine cilantro, oil, garlic, lime juice, red pepper flakes, and 1 tablespoon hot water; blend until smooth. Stir into brown rice. Serve cod with rice.
Make it a meal: Serve with a mixed greens salad and Irish soda bread.
