Preheat oven to 350°F. Lightly coat a 3-quart rectangular baking dish with nonstick cooking spray. Set aside.
In a large saucepan cook broccoli in a small amount of boiling salted water 6 to 8 minutes or until crisp-tender. Drain.
In a large skillet cook ground beef and onion until beef is browned; stir in garlic and ginger. Drain fat.
In a large bowl stir together beef mixture, rice, soup, milk, cheese, salt and pepper. Add broccoli; lightly toss until combined. Spoon into prepared baking dish. Bake, uncovered, 30 to 35 minutes or until bubbly around the edges.
