For slaw, combine cabbage, sugar, celery salt and pepper in a small bowl. Stir in vinegar and oil; mix well. Set aside.
Spread 1 1/2 teaspoons of the mustard on each of 2 bread slices. Top each with half the cheese, half the pastrami, and half the slaw. Top with remaining bread slice.
Melt butter in a medium skillet. Add sandwiches and press down with a spatula. Cook over medium heat 4 to 5 minutes per side or until bread is golden and cheese melts. Cut diagonally in half to serve.
