Place vinegar in a small saucepan; cook over low heat until syrupy and reduced to about 3 tablespoons.
In a small bowl stir together thyme, garlic, peppercorns and salt. Rub onto both sides of steaks.
Coat grill rack with nonstick cooking spray. Preheat grill to medium direct heat (300°F to 350°F). Grill steaks, uncovered, 11 to 14 minutes for medium-rare or to desired doneness, turning once halfway through grilling.
Drizzle steaks with vinegar syrup and serve.
