For dip, combine mayonnaise, sour cream, chives, mint, lemon juice and pepper in a medium bowl. Divide into 4 small bowls.
Place 1 inch of water in a stainless steel pot with a tight lid. Place artichokes, stem side up, in pot. Steam artichokes, covered, 30 to 40 minutes. Artichokes are done when stems are tender: test by inserting a toothpick into the stem.
Drain artichokes, stem side up; let cool. Serve on plates large enough to accommodate 1 artichoke and a bowl of dip.
