Preheat oven to 425°F. Remove the loose outer skin of each garlic bulb. Cut off the top quarter of each bulb, leaving the rest of the bulb intact.
Place garlic bulbs, cut side up, on a baking dish. Brush or drizzle each bulb with butter, then with oil. Season with salt and pepper to taste.
Cover the baking dish with foil and bake 30 minutes or until garlic cloves are tender.
Squeeze the roasted garlic cloves out of the skins. Serve as a spread with bread slices; top with tomatoes and basil, if desired.
